Looks like a radome of some sort. Are there any warning signs on the fence/gate that might give a clue to who operates it? EDIT- It'll be either civilian or military air related. You near an airfield?

It has been fenced off, no warning stuff. It has ladders up it and a control platform , container half way up. I would have thought consultation would have been sought ? . Friggin eye sore out bedroom window too

It seems, from a quick scan of the documents, that the clyde wind farm has an effect on aviation radar and the installation of your new neighbour is to reduce the problems caused by the clyde wind farm (and others in the area apparently). How lovely
Aye that seems to be the answer Wind Farms interfere with Civil Aviation Radar. strange thing is the wind farm is about 45 miles away !! from this new Alien Neighbour i have. me no understand
Someone thought it would just blend in! LOL Reading through the report they say that it is "acceptable in landscape terms" and "will not have any unacceptable effects on the landscape and visual amenity of the surrounding area". So a big white dome will just be at one with the green trees and bushes. Someone took a big payoff and looked the other way!

Windfarms create a 'radar shadow' behind them. This will be an additional radar to cancel out the blind spot, as low flying enemy jets use windfarm blindsports as cover to launch surprise attacks! Since it's near houses it'll be fairly low power, u wouldn't wanna sunbathe next to it though.
Paint it green then, or use stealth cloaking deivce , so I dont have to look at it
