Volvo's target to achieve is that no body will die in a crash involving a new Volvo by 2020 , so yes I think so. you can definitely build a car to be good at euro ncap deliberately which will get 5 stars but be bad at other basic things. Renault definitely did this in the past .

Car manufacturers design and build their cars to be safe in accordance with the main crash testing companies, euro ncap being one of them as they are recognised by car buyers as the benchmark for testing. Volvo design and build their cars best on relentless in house testing before, during and after building their cars, sometimes they will go out to crashes in the real world involving privately owned cars to establish what happened to the car during the crash and how they can make it better. That crucially is the difference between a safe car and a Volvo. Volvo build their cars to be at their safest in all eventualities and the others build their cars to pass tests that will make them appealing to buyers "because it says their safe in the brochure"
