Sounds like a load of nonsense on the whole......unless you've got a few cars on your drive that are partly stripped you've nothing to worry about IMO.

Sounds like something that has been the case for some time, and not a recent development. It's just something that is so vast that it can't possibly be policed. I suspect the only people that could be looked at are people operating a business from a unit, in which case you need to make sure you have the appropriate useage on the building, and the proper environmental licences for getting shot of fluids etc... I can't see there ever being someone knocking on my or your door as we've taken some bits off our cars and sold them on Ebay or a forum or whatever. I hope anyway! In that particular case, you can guarantee that the council guy is a proper jobsworth ££££, who gets his kicks by being in some position of authority and ruining someone's day!

TBH its all a game just like with the police if you run the risk of breaking the law then take the punishment if your selling goods on ebay and the tax man does his calculations and sends you a bill be prepared to pay it. There is always a jobs worth some where and always some law or excuse to prohibit you for doing a certain aspect but as chris has said the vast amount of people selling is so uncontrollable and extremely hard to police it.

I fill a self assessment form in each year and need to declare all income from whatever source, overseas etc plus pay tax in whatever country I'm working in...so I can't see how that 3k would work ABout Colin's post..I think (hope) the council wouldn't have time to cause someone who does it for a hobby any problems, but yes a car in bits in your garden does attract attention - there's always a couple of cars at least outside my parents'...mind you the attention is usually the local scrap man

From what I understand and looked into this as had trouble with the neighbour over the road, if your taking one car apart your a used spares dealer, more than one is a dismantlers (not that this affects me). I had neighbour saying I was blocking the highway etc, working in the road and had a visit from highways agency and local planning inspector. I now have a letter from both of them saying they are happy, we have bay's opposite and I do use them occasionally for small things, maybe shock / spring change etc. Highways chap said "absolutely no issue as not on the road" and put so in a letter to me, however would have been different if working in the road. Council chap was more than happy as I have owned my cars for such a long time and it's a proven hobby, in mags, forum, etc with photos. I then spoke with the tax office again not interested as owned / insured / taxed the cars for a good while before selling. I asked about 2 I'd broken (3 years ago now) and they said if I owned the same vehicles and needed parts then that was fine as long as it's not more than 1 or 2 a year.

However I think it depends on the council. If you get a jobs worth then you may have more problems. The 80 year old over the road was arrested in the end for spitting at me in the street, plus interviewed for a possible harrasement, charge. Harrasement doesn't have to be direct, but can be causing distress by insighting others. As in making rubbish up and misreporting events etc. Had no issue with him since.

I have one v70 that I have stripped of all the parts I want (every nut and bolt...lol) now it is moving on to the licenced bods at the scrappers and where I will be issued with my paper work, try it mr council man the vehicle was properly disposed of after I removed what I still required and then dealt with as required by the dvla, what more do you need to say... As Chris said earlier, something else must have happened or did in the past or the jobsworth is just blowing smoke up peoples arse's just for his own kicks.......t$$ts

You can sell 6 cars in a year before they'll ask if your a trader. I think there is more to that story than the op is telling. We've broke loads of cars from our old unit & Wrexham council have never been bothered in the slightest. They would seeing as it was right by the depot. How do they prove where the parts go? It would take a lot of resources to find parts on eBay. They most probably tear arse around doing burnouts on carparks (who would do such a thing colin?) and drive like idiots around the surrounding areas. I won't be losing any sleep over this. I won't sell my comets, I will give them away..... If someone gives me £250. Lol
