Not an electrician but sounds like a power surge, a call to your supplier might help before spending money

Are they the circular halogen type ones with the two pronged fitting? We have them in our kitchen and when they wear out you turn them on and they blow and take out the trip in the fusebox. It's unlikely you keep buying dodgy bulbs so they only thing I can thing of is that the bulbs are drawing too much current so you need to uprate the breaker device in the fusebox which covers the lighting circuit.

Most halogen bulbs are low voltage so if they keep blowing its a transformer problem.
If the others are standard bulbs at 230 volt then 1 or 2 could be a dodgy bulb, but from the amount you say, your voltage is wrong. I had this at a customers and it damaged the air con compressor, the voltage was around 260 which is not supposed to happen, but it did, the compressor ran hotter than normal and burnt out. The elecricity board paid his bill for my repair!
Also you had a recent rewire so you must have mcb's (minature circuit breakers) and no actual fuses. These normally trip when a bulb fails, i.e when a bulb is faulty.

:anmflower £30 for eleven bulbs..now thats steep!!!!
if you have a crabtree board they probably already be mcb's.
as far as i am aware, nedl will only check as far as the electric meter.
if you do have to get a sparks, get one who is part P compliant.
